How to merge PDF files without uploading them
Three ways to combine PDF files without sending them to a server — in the browser, on Mac and on Windows — and how to verify nothing is uploaded.

Most “merge PDF” websites upload your files to their servers, combine them there and send the result back. That is fine for a recipe, but not for a signed contract, a bank statement or a medical report. Here are three ways to merge PDFs where the files never leave your device.
Quick answer
Open LocalDocu’s Merge PDF page, select your PDFs, put them in order and choose Merge. The merge runs inside your browser, so nothing is uploaded — and it works on Windows, Mac, Linux, Android and iPhone without installing anything.
Method 1: In your browser with LocalDocu (any device)
LocalDocu is free, has no file-count limit or watermark, and keeps working offline after your first visit. To merge:
- Go to localdocu.org/merge-pdf.
- Select or drag in two or more PDF files.
- Drag the list into the order you want the pages to appear.
- Choose Merge, then save or download the combined PDF.
Method 2: Preview on a Mac
- Open the first PDF in Preview.
- Choose View → Thumbnails to show the sidebar.
- Drag the other PDFs into the sidebar where you want them.
- Choose File → Export as PDF to save the merged file.
Method 3: A desktop app on Windows
Windows has no built-in PDF merge. Offline desktop apps such as the open-source PDFsam Basic or paid Adobe Acrobat can merge locally, but need to be installed. A browser-based local tool avoids the install entirely.
How to check that a website really doesn’t upload your files
- Load the page, then switch on airplane mode or disconnect Wi-Fi. If merging still works, the processing is happening on your device.
- Open your browser’s developer tools (F12) → Network tab while you merge. A local tool shows no large outgoing upload request.
- Read the privacy policy: phrases like “files are deleted after 2 hours” mean files were uploaded and stored for a while.
Questions about merging PDFs privately
Is it safe to merge PDFs online?
It depends on where the merge happens. Server-based sites receive a copy of your files and keep it for a period set in their policy. Browser-based tools like LocalDocu merge on your device, so there is no copy on anyone else’s server.
Can I merge PDFs without internet?
Yes. Use Preview on a Mac, an installed desktop app, or LocalDocu after one online visit — its app is cached by the browser and merges offline.
Does merging change the quality of my PDFs?
No. Merging copies pages as they are; text stays selectable and images are not re-compressed.
